High milage Volvos emission levels 900 1993

Here in New jersey,they have started enhanced emission testing where the car is ran up to 1800-2500 rpms while monitoring exhaust readings.I have been driving well maitained Volvos for years(240s,740s,940s) and never had a volvo fail emission tests performed at idle. My old dependable 1/4 million mile 87 740 had failed the enhanced emssion test. I could have obtained a waiver after spending 200 dollars on emission related repairs,but, I chose to replace catalytic converter, oxy sensor, and a tuneup. After doing this work--car passed with no problems and actually ran a bit better(always ran good anyway) and the gas milage increased noticably. I ended up spending around 500 dollars(parts only--I did the labor) to meet the rqd emission levels mandated by NJ and am wondering what impact these stringent requirements will have on the number of older Volvos on the road. I think if anything else,we will see more clean volvos at the junkyard because the owner didnt want to spend the amounts rqd to pass testing here, By the way--the waiver i mentioned is not a sure--you can apply after spending 200 dollars,but, it must meet nonsensical other requirements and to date--i know of no one who has been fortunate enough to obtain a waiver. I wonder if these tests are really more accurate than the old idle test or do the powers to be have an interest in us older car owners buying new ones. Comments welcome on this as it will be in many other states soon also
