Air flow valve/meter 700 1991

My 740 nonturbo idles rough and wants to stall (after engine is warm) in gear or not and hesitates when the accelerator is depressed. Really irritating considering I just had a tune up (hmmm). Mechanic wants to change the air flow valve (same as the meter?) for 300$ plus. Does this sound right? The distributor cap and ignition rotor, fuel line, spark plugs were just replaced. Any questions that I can ask to make sure problem has been identified properly? Any help much appreciated. Thanks.
