Intermittent loud chirping/screech; lights brighten; comes and goes... 200 1982

Intermittent loud chirping/schreech from engine compartment; headlamps and dash lights brighten, buzzer sounds; each instance lasts approx. 7-20 seconds, then stops (lights return to normal). Occurs parked and moving.

Often, occurs every minute or so. Has been this way for three months.
