please tell me this isn't becoming a problem......(Don???) 200 '88

i've started noticing that the fan to my heater/a.c. unit still blows when the dial is turned to what would be the off position. when i turn the dial to the #1 place, there is not change in the air flow. when it's turned 'off', it's like it's like it is still in the #1 slot. any ideas on what's happening?? is this an easy fix??
