strange buzz--bad relay??? 700 1988

Okay I know I said the other day it was a bad coil and plug wires, but I lied. (couldn't have hurt to replace them, right?) This morning when trying to start my 740, there was a strange buzz coming from the behind the fuse block. With the ignition still on, I pulled the number one fuse, replaced it, then I could hear clicking instead of buzzing, and the car started. Is it the fuel pump relay or the ignition relay?
