Gas in oil 140-160 1973

I am having performance problems with this B20E; it idles fine, but has no jam under load. Dry compression test measures 130-135 on all cylinders. Book says compression @ 300 rpm should be 170-200.

Would a wet test provide any more info?

The engine oil is drippy, and has a strong smell of gas. I am about to replace rings, but, could it be something else?
