rocker arms only rise 1/4" 1800 64

I've had performance problems since I've owned my car( only goes 60mph).

Someone suggested that I test the rocker arm rise to evaluate the cam . They only rise 1/4" when I was told they should rise at least 3/8". This could probably be the culprit could it not? Any input welcome.
