cruise control 200 1989

The cruise control on my 1989 AT wagon does not seem to engage above 80 mph (speed as read by the speedometer, which itself is roughly ~10% off). As a result, I am being passed by almost everybody on the highway (including other 240's:-)). Is that a cruise control malfunction or another safety feature?
