A/C not working 200 86

I just discovered that my A/C is not working. I tested voltage to the compressor and there is voltage to the plug-in connection on the back of the compressor but the clutch does not engage. The compressor was replaced a few years at a Volvo dealer for big $$. It seems that this new one shouldn't fail so quickly. Is there any other testing that I should do? Is the Clutch replaceable? Thanks for your suggestions.
