Timing cover wear 700 1990

While replacing the timing belt on my 740 GL I noticed how deeply the water pump pulley has cut into the upper timing belt cover. Can anyone tell me why this happens even though the cover is properly placed and the PS pump is not suspended on bushings like the alternator [therefore no possibility of canting the power steering pump into the cover]. Unless there is something I am not aware of, replacing the top cover with a new one will allow the same thing to re-occur.
