Replaced Horn-Still Silent 200 1993

Got a pair of new horns from an '88 240. I have a '93 245.

Checked voltage, 12 volts present when steering wheel button pressed.

Checked horns directly from battery, good tone. Also, fuse is good.

However, when new horns connected to old wires, Nothing...

What now? I think the steering wheel contacts are good, otherwise I wouldn't be getting 12 volts.

Could it have anything to do with the fact that the '93 245 has a single horn, and the '88 (also so did the '90 that I saw) has dual horns?

Could I need a different relay? If so, where is it and what do I do?
