Diesel Radiator Plug 200 1982

My 1982 245 Diesel has a plug on the side of the radiator a few inches below the top that says "DO NOT REMOVE". Sometimes it seeps. What is it for,& can the seeping be stopped without removing it,& can you buy a new plug to stop it the seeping?
