AC Compressor Does Not Turn On 900 94

just took my 940T over to my volvo mechanic and he topped off the system..

still no luck with the AC, however the first thing i noticed when i bought the car (the used car dealer of course told me the AC worked just fine, in fact great i believe) is that when i hit the AC button, usually the RPM's surge a little in a car and you can hear the system going on..

not on my car. the compressor never turns on

any ideas other than just checking the fuses??

i've read the 900's have alot of problems like this
