Power Steering noise 900 94

My newly acquired '94 940 makes a loud squeling/grinding noise at the very edges of steering travel (against the stops and maybe a few tenths of an inch of steering wheel travel before that), both left and right, both stationary and moving. Belts seem tight and recent, and there seems to be enough fluid in the reservoir. Any ideas what might cause this?
