Well, after suspecting loose suspention, wheel bearings, front rotors/calipers, etc... The problem was resolved after replacing the rear rotors and brake pads. My mechanic tested the front and rear rotors, and the rear rotors were warped. I think they may have been the original rotors, and the car has over 389,000 miles. I also had them put new brake pads on the front, because the ones that came with the rebuilt calipers were too stiff and made a lot of noise. Now the car brakes like a new car, very responsive. Brakes are also quiet. (Now and then there may be a few squeaks.)
The shuttering/vibration in the steering wheel, brake pedal and sometimes in the seat is now gone. I do feel a little shuttering in the steering wheel from time to time, but I think it's just coming off the surface of the road. I have new tires, but I also have very old struts.
