Turbo Hesitation... 900 94

i notice no matter what the temp that the car seems to hesitate a little when i first turn it on after sitting outside all night and i start driving

after it warms up it seems fine, but it'll slow down about 500revs all of a sudden then kick back

i'm hoping this isn't the turbo..

do i just need a tuneup??
