O2 sensor/PS pump bushings 200 1984

1.) I've had a mysterious idle surge for a while. On start-up it's enough to stall sometimes. After it warms up it's less sever but still there. All the usual suspects have been checked: IAC, vacuum leaks. I noticed today that it doesn't seem to surge when the oxygen sensor is unplugged. (The car was already warm when I tried this.) Plug the sensor back in and a few seconds later the gentle surging begins. Is this the sign of a dead or dying O2 sensor?

2.) I've got all kinds of chatter from my PS belt and tightening doesn't seem to help -- though a quick mist of water shuts it right up for a few blissful seconds. The belt itself doesn't show obvious decay, though I'm sure it's old. The bushings however look cracked and tired. How much trouble are they to replace?
