My friend's 245 smells like my 2stroke lawn mower 200 83

My friend has a 1983 245 with the Canadian B21A engine...

his car smells very, very bad... The mechanic said that the muffler doesn't leak but is bad inside of it..

Could the smell be caused by a sick catalytic converter?
