Fuel pump?? Tried replacing relay 200 1989

Hello!

I have a 1989 240DL one day it would not start! It acted like it was getting no fuel. I read in the Chiltons that I should try jumpering fuses 4 and 6 to test the Fuel pump relay...That worked!..So I went to the local Volvo dealer and bought a new relay. That did not work...It will still not start unless I jumper the fuses?? Please help!!
