healdamp washer motor 700 89

hi,

yesterday when i started my car, it sounded as some small motor was running. pulled the hood up and saw that left headlamp washer engine was working continously.

it stops only when i turn the key to 0 or I position. as soon as it is on II it starts working again.

what to look for and how can a problem like this be fixed?
