catalytic converter 700 89

I recently noticed an exhaust leak emmiting from the bracket which holds the catalytic converter to the front exhaust pipe. When I inspected the bracket, I found that it actually moved...rotated completed around. Is this normal? has the bracket rusted off the catalytic converter and exhaust pipe? Do I need to replace the catalytic converter and the exhaust pipe from engine?

Any solutions?
