Front Wheel Hop 200 1984

Trying to troubleshoot this... my 84 245GLTi... Needs new tires after 50,000 miles and probably alignment too, but this is strange symptom...

The front end feels "light" and on anything but the smoothest road, the steering wheel will shake up/down. Not a sawing, side to side shake like a wheel shimmy, but up and down.

Tire wear does not seem abnormal, just about down to the treadwear indicator across the width of the tire. Shoulsders are worn proportionally to the rest of tread. I tried rotating the tires, front to rear, thinking it could be one front wheel out of balance. No change.

Could it be the Front struts? What does a ball joint do when it's bad? What else?
