Power steering "balance" 200 1977

I've looked through all of the archives, and found reference being made to power steering balance causing the wheel to turn easier one way than the other. What I didn't find was how to fix it...

The problem is that turning the wheel to the left is VERY easy, turning to the right is harder (not like no ps, but harder than my '84 which I would say is spot on). The problem does not change with increasing lock, ie truning to left from centre is as easy as turning to left from 1/4 turn from lock. Also, turning back to centre requires the same effort. It is also constant at any speed (including stopped). I have checked the ps level (which was v low) and topped it up but it had not made any difference. There is a bit of movement in both of the front wheels, the left especially.

The steering behaves like this:

Centre - left: easy

left - centre: easy

center - right: hard

right - centre: hard

Does this sound like ps balance? What else might it be? (worn rack??)
