Electric radiator fan not on @ idle, A/C on. Normal? 700 91

Just was wondering - cold idle with A/C on - electric fan up front does not come on. removed 2 wires from radiator thermoswitch and fan comes on if wires are touched together (switch jumped). Does this indicate a failed switch OR does the cold motor not actually switch the AC condenser fan ?

I am under the impression this fan should always be on if A/C is on, regardless of coolant temp.
