Exhaust System vibration 200 1983

I have been trying to track down the sourse of a buzz/vibration that is related to engine speed, ie it does it when standing still or moving. Engine and transmission mounts look fine so I started looking to see if the exhaust system was touching the chassis at any point. I have an '83 turbo wagon, the first hanger/mount after the down pipe under the passenger side floor appears to be a solid mount. I would expect some kind of rubber insulation or a rubber-band type hanger, is this normal or am I seeing a diy-fix by the previous owner? I am thinking about just removing it temporarily to see if the vibration goes away. Thanks guys for any info.
