Air conditioning compressor not starting 700 91

Tried to test the air the other day, and the a/c compressor didn't even come on. I'm sure I need more juice, but I'm hoping the compressor isn't bad. Checked the fuse and its ok. How can I test it? Will it not even come on if the R12 pressure level is too low? Any clues/advice is greatly appreciated.
