turbo woes 200 81

I was merging in traffic, running full boost, when I heard a popping sound

and the car starting bogging down. The problem i'm having now is the turbo won't boost up past 2psi, and it bogs down and runs very extremly rich on the a/f gauge. When I let off the gas when i'm under boost now, I can hear a hissing sound that sounds just like a bov. I checked all the lines and ducts and everything looks fine....anyone have any suggestions?

btw the car is an 81 244 turbo m46
