whining fuel pump - it is new! 700 1987

Had a new Volvo fuel pump installed, by a non-Volvo garage, and it sings or whines. Filter and all of the other parts close by were also changed. Is the whining a sign that the rear pump is not working or is there some other reason? Anyone with a similar experience?
