'91 940 T / hard restart hot, stalling. help. 900 91

My '91 945 SE turbo is difficult to get steady idle after hot restart.

will idle at 200-400 rpm and die. after it gets started (3-5 cranks)and runs 30+ seconds it seems to be alright. its like fuel PSI bleeds down or ? Engine is tuned and has clean air filter. Idle has always seemed slow and sort of low. Does not blip to life like my wifes 740 N/A
