front end shake under braking 200 89

Any thoughts on what is causing the front end of my car to shake under heaving braking? The tires were recently balanced and I'm going to be replacing the rack soon, but I want to make sure that the problem isn't something else that should move ahead of the rack in the priority list. Thanks!
