Rust! 200 1990

My '90 245 is developing rust in the usual locations: lower edge of tailgate, the lip under the rear bumper, floor pan and inner rocker (driver's side). There was much more road salt than usual last winter.

The tailgate will definitely need a patch panel welded in. The other parts, I'm not sure of yet. I need pull off the bumper, tear out carpeting and remove undercoat before I know how bad it really is. It doesn't look bad now, but where a little rust is found, there is always more.

Couple of questions:

1. Did Volvo use low-alloy, high-strength steel on the 240? I need to know if it's OK to use my oxy-acetylene torch, or if I'll be forced to buy a MIG or TIG machine. (It's cheaper than a new car, right?)

2. Is there an easy way to remove undercoat, without making a huge mess? Something safer than kerosene would be good.

Any hints/tips/tricks appreciated.
