89 740 16V won't rev!!!! 700 1989

My buddy has a 89 16 valve 225K (4 spd) which had the head replaced due to a broken timing belt. The car idles fine now, but won't rev above 1,300-1,500 rpm in ANY gear as though there's a govenor installed. The engine will rev if you spray carb cleaner in it but not on it's own. WE have replace the airflow meter, fuel filter, FPR, fuel pump, cap & rotor, plugs, and triple checked the timing. Any clues as to why it won't run right!!!
