Idle Problems 200 1985

Just bought '85 turbo intercooler with no repair records. Car will not idle just after start-up (when it has been sitting for about 4 hours or more). I can keep it running if I feather the gas pedal. After about three minutes it idles OK. Funny thing is, it will start and idle fine a couple of hours later.

Bentley's suggests several diagnostics. Which should I try first? I found brown sludge in the air regulator? (contraption juxtaposed to fuel distributor). Could this be related, or is that a whole separate project?

ps Love this site! I hope you guys can help me avoid the auto shop hounds!
