Need a couple ideas on getting a stud out... 200 '83

One of my friend's cars is stuck on in the driveway, until he manages to get this stud out. He broke the stud off, and it looks like the part attached to the lower body is welded in. Looks like a bolt with the head welded on.

Any suggestions are welcome.
