Instrument Lights on Startup 200 1989

Can anyone tell me if the "Check Engine" light is supposed to light up while the key is in the 2nd position? The others (brake, battery, etc.) do, but this guy doesn't.

And one last question, what's the scoop on the orangish coil/spring light? What's that report?
