Blue light in dash 700 83

I'm putting a stereo in my my car at the moment and found a little blue light in there with blue and white wires coming out of it. It doesn't come on with the ignition, or when the headlights aer turned on. Just wondering if all cars have got this, or is it something the previous owner has put in? Its just hanging there near the fuses.
