Windshield trim is leaving the vehicle.... 200 1982

I noticed the trim flapping the other day, and upon inspection, also noticed that most of the stuff (caulk, grout?) that previosly was under there and surronding the windshield is gone, on that side at least. I bent it a bit to ease the flapping. There are moveable clips attached to the underside of the trim. Did these clip to the windshield, or were they just sunk into the caulk stuff? What do you think, quick fix with some spray foam and 4 or 5 sheet metal screws?
