Rusted floorpan 200 1987

How common is a rusted floorpan? What is the best fix? How unsafe can it be? How can you prevent it? Apparently, my floorpan has rusted through (at least partially) and the seat was no longer attached to it but to the carpet only. This has just now been spotted and was welded today. I had no idea this can happen with a Southern car with no rust anywhere else. Dagmar
