1990 740 Turbo Overheating 700 1990

My 740 Turbo has 163K miles and runs great. Only problem here in Atlanta traffic it overheats (goes to red) even without the A/C on. The front electric fan seems to not be working, I think. Is there oversized radiator available or what should I look for to make sure the electric fan is working. Recently had antifreeze replaced. Performance also very sluggish when hot. Thanks for any advice.
