Turbo REALLY LOUD now.. bad sign or am i missing something? 700 1985

My turbo is REALLY loud now, I can hear it even when cruising at 2000 rpm in 3rd (while turbo is not boosting.) It makes a low-sounding whine, like a big-rig turbo while he is crusing. Almost a grumbling sound. I have checked everything the FAQ suggests to no avail.. is the turbo on the way out, or is there something somewhere I am missing? Could the turbo's seals be going?
