A/C Aux elec fan 200 1991

Every now and then, the temp will shoot up when in traffic with the AC on. The aux fan in fron of the grill does not come on when this happens. It will come on other times though. What controls when the aux fan comes on, is it engine temp or something else? Where is the sensor to this? I have read of people re-wiring the fan to stay on whenever the AC is on, would this cause the fan to expire prematurely?
