Temp Gauge always pegged high 700 1990

Just got a 1990 740 GL with 200K, runs great but the engine temperature

gauge always reads max when power is applies, does not matter what temp the engine is actually at. Could this be the voltage regulator? If so, where is that located? This is very dangerous because I have no idea what the temp is.
