horn stays on... 700 1991

Hi,

My 1991, 740 turbo is starting to act a bit strangely. Last night I jumped in and started it up and the horn started to blow non-stop, until I shut the ignition off. The only way to get the horn to stop while the ignition is on is, 1) pull the fuse which also disables the windshield wipers. or 2) unplug the horn. The relay board behind the fuse panel does not seem to have relay for the horn, is it somewhere else or is there just no relay for the horn at all.

Any help would be great.
