idle 900 91

91 940 SE -When my car is initially started it idles very low for a few seconds and then rises to normal level, problem gets worse when engine is hot. Recently my tach started to register 0 - 400 rpm while the engine is at idle. When accelerator is depressed the tach moves up normally. Are the two problem linked?
