The tailgate lock mystery 200 1988

The tailgate all of a sudden refuses to be locked/unlocked by the key. No, it is not that silly valet key that is not meant to open the tailgate for whatever spurious reason. However, this happened while the holder of the valet key used the car. Still, I cannot figure out what is wrong - no, I haven't pulled it to bits yet.

While at it, what is the little two-position arm for, the one just to the left of the locking hook on the tailgate? Not that flipping it makes any difference to my problem.
