Turbo Gauge no longer at complete vacuum 900 89

Beginning about two months ago, the gauge on my turbo has no longer read complete vacuum (or 9 o'clock), when the car is idle. Oddly enough, when I'm driving over about 40 mph, the gauge reads complete vacuum (even as I'm coasting). However, once I come to a stop (or less than about 40 mph, the gauge reads about 10:30 or 1/2 way between complete vacuum and zero pressure (12 o'clock). Otherwise, the turbo seems to engage and provide and indicate a boost, when I push the gas. Any help...is this a big problem ?
