Injector misfire 700 1990

Hey Volvo Techs: I am trying to avoid buying an ECM if it isn't needed but I am out of ideas? I've got a 745 GL, B230F engine with the Regina/REX-I engine management system vice the LH 2.4 apparently more common on 90 models. Here is the situation. #4 isn't getting fuel. Plug fires, but is dry. With engine running I get 1 volt on pulses at injector connectors 1,2 and 3 but only .75 on number four. Wiring harness checks out from the injectors to radio relay to ECM. No problem with grounds or power circuits. Car has 140 K and has been completely trouble free until now. Compression is good on all four pistons. Seems everything points to a faulty injector driver circuit on number 4 but I want to be sure I am not missing anything before I dole out $695.00 for a new Regina ECM? Any ideas?
