Engine/Turbo performance 700 1989

My 740 Turbo wagon has dificulty accelerating. Recently changed all vacuum hoses. Turbo indicator on dash shows high speed of turbo when engine is firing poorly. Can turbo waste gate/bypass be cause? Any hints?
