Where's my 4th gear? 200 1989

I recently replaced the automatic transmission cable on my 89240DL wagon with 128,000 miles because the cable would not retract. Now, the overdrive light is constantly on and the trans will not shift to 4th gear. When I push the overdrive button, I still hear the clicking noise of the relay, but no 4th gear. I checked the fuse and it seem to be fine. I pulled the fuse out and the overdrive light is still on. I haven't had the chance to drive the car fast enough to see if 4th will engage with the fuse out of the box. Any suggestions? This fuse also operates the rear window defogger.
