Blower Motor-Runs on High only 700 1985

I know this question is answered somewhat in FAQ, however, it really doesn't tell you how to test to find out what is bad and needs to be replaced.

The fan would operate only on high, checked connections, pulled and reseated relay, my resistor connector was corroded, it was rusted on the resistor and when the plug was pulled, it actually pulled off the spade on the resistor, so I know I'll need one of those. What about the relay on the housing. How do I check that? Resolder it? Ohm it out? Should the motor still be good?

If anyone could help it would be appreciated.
